I’m reading elsewhere that international code requires a handrail when you have more than one riser. Is that so? And what qualifies as a handrail in these cases?

Steve, typically in a part 9 residential building, if there is 2 or less risers (indoor), you do not heed a handrail. BCBC 9.8.7.1.2a)
On outdoor stairs, if you have 3 risers or less, no handrail is required. BCBC 9.8.7.1.2b)
